Research & Policy Development
VetPhoenix advances knowledge through applied research and policy innovation guided by the Mission CJ Curriculum © developed by the U.S. Department of Veterans Affairs Office of Research and Development. Using Continuous Quality Improvement © and Latent Class Analysis ©, we generate actionable data that drives reform, strengthens accountability, and shapes effective, evidence based responses for justice impacted veterans.
Program Development
VetPhoenix develops programs around housing, peer support, and advocacy for justice impacted veterans. Research and lived experience inform the design. Our LASD agreement provides a defined basis for an in-custody curriculum, subject to departmental approval and access requirements. Broader reentry services and education pathways remain proposed and depend on funding, staffing, and written partner commitments. Kintsugi’s intended benefits will be evaluated; they are not established program results.
Education and Curriculum
VetPhoenix is developing Kintsugi’s proposed reentry education pathway, connecting preparation in custody with education planning and resource navigation after release. College and vocational options will depend on each participant’s eligibility and the receiving institution’s requirements. Campus roles, enrollment places, academic credit, and credentials require separate institutional commitments. Existing leadership relationships do not establish those commitments, and the proposed pathway is not a confirmed college enrollment program.
Kintsugi and reentry support
VetPhoenix has an executed agreement with the Los Angeles County Sheriff’s Department, effective February 17, 2026 through January 1, 2027, for a clinician and trained-peer curriculum serving justice impacted veterans in county jails. Access and scheduling remain subject to LASD approval. The agreement is donor funded at no cost to LASD.
Its scope includes links to housing, peer support, and advocacy. It does not establish college enrollment, academic credit, or services beyond the agreement’s term.
Kintsugi draws on research and lived experience. Its effects on education, employment, and recidivism have not yet been established; proposed outcomes are goals to evaluate.
